Click-to-open rate isolates the part of the email you actually wrote: of the people who opened, how many clicked. Subject line performance drops out of the equation, so CTOR is the cleanest read on body copy, offer, and layout.

1,218 clicks against 15,540 opens is a 7.84 percent CTOR. Reaching a 12 percent target on the same opens would produce 1,865 clicks, about 647 extra without touching the subject line or the list.
What to watch for
A healthy CTOR on a commercial email usually sits between 10 and 20 percent. Below 6 percent, the email opened a conversation it did not know how to finish.
High open rate with weak CTOR is a message-match failure: the subject line promised something the body did not pay off. That is a copy problem, not a list problem.
Privacy pre-fetching inflates the opens denominator, which drags CTOR down artificially. Compare CTOR across your own sends over time, never against a published benchmark from a different measurement era.

CTR divides clicks by emails delivered and measures the whole funnel. CTOR divides clicks by unique opens and measures only the content, holding the subject line and inbox placement constant.
Which one should I optimize?
Both, in sequence. Diagnose with CTOR to know whether the problem is the invitation or the content, then optimize CTR because that is the number tied to sessions and revenue.
