Worked example

900,000 impressions against 250,000 people is a frequency of 3.6 over 30 days, which is 0.12 exposures per person per day. To hold frequency at 3 with the same impression volume you would need to reach 300,000 people, so the fix is audience expansion rather than a budget cut. Held at 3 against the current 250,000 people, the campaign should buy 750,000 impressions instead.

What to watch for

For prospecting on social, I start getting nervous above a frequency of roughly 3 per month with a single creative, and much sooner if the ad is loud or comedic. Retargeting tolerates more because the audience already knows you.

Frequency caps solve the symptom. The real fix is usually more creative variants or a wider audience, because capping a saturated audience just slows delivery and raises cost per outcome.

Rising frequency plus falling click-through rate plus rising CPM is the classic fatigue signature. When those three move together I refresh creative rather than rebuild targeting, because the audience is rarely the problem.

It depends on the funnel stage and the length of the campaign. Awareness bursts often aim for 2 to 4 exposures per person, retargeting windows commonly run higher, and any figure above roughly 8 in a month with one creative is usually wasted money.

Does high frequency hurt performance?

Beyond a point, yes. Cost per result climbs as the responsive part of the audience converts and the rest keeps seeing the same ad. The remedy is new creative, a wider audience or an exclusion of recent converters.

Is frequency comparable across platforms?

No, because each platform defines an impression differently and measures reach with different deduplication. Track frequency inside one platform over time rather than comparing two platforms on the same day.
